SHIFTING THE BURDEN
In a shifting the burden scenario, an individual or organization adopt a quick-fix solution (e.g. outsourcing, relying upon an external resource). The individual / organization becomes increasingly dependent upon the “fix” rather than using or developing the skills internally to address the problem. Relying on the third party becomes standard practice – with the assumption that it will always be available. Over time, the organization or individual’s ability to implement corrections atrophies.
